California’s housing affordability crisis has compelled policymakers to look at unconventional ways to boost housing production across the state. Vienna has a rich tradition of building social housing — government-supported, mixed-income, rent-restricted housing — for a large portion of its residents. A recent study trip to Vienna helped demonstrate how social housing is financed, built and maintained.
