SPUR supports the proposed ordinance to adopt city-wide reach codes as a way to further realize the Climate Smart San Jose plan. This ordinance upholds many of the principles laid out in our 2016 report, Fossil-Free Bay Area, such as increasing the energy performance of new buildings and establishing high-efficiency standards is a key strategy to reducing our carbon footprint and fossil fuel use.

SPUR supports staff's recommendation to move forward with Alternative #4 for the San Jose to Merced section. This is a key milestone for California High Speed Rail. SPUR further recommends that the Board update the project EIR/EIS for this alternative once the rail alignment is determined through the Diridon Integrated Station Concept (DISC) plan is completed.

SPUR supports the proposed amendment to the Market Octavia Plan through The Hub Plan, which would allow 1,640 additional housing units in a central, transit-oriented location and increase public benefits generated in this plan area by 30%, from approximately $725 million to nearly $950 million. The Hub Plan is one of many tools the city must use to create much-needed homes in San Francisco.

ABAG and MTC have worked to improve regional long-range forecasting and modeling in the Bay Area. SPUR recognizes MTC and ABAG’s thought leadership and offers additional research and process considerations as they finalize the forecast methodology for Plan Bay Area 2050.

SPUR asks the Clipper Executive Board think thoughtfully about the Business Case for Fare Integration study process and scope of work, and to consider how both can be designed to prioritize the customer experience and maximize learning.

SPUR supports two decisions the San Jose City Council recently made in regard to Coyote Valley: 1. The decision to revisit the long-term vision for Coyote Valley as part of the General Plan 4-Year Review and 2. the council’s continued support for allocating up to $50 million dollars of Measure T funding for Coyote Valley, as was envisioned in the campaign for the ballot measure.

SPUR believes that the Peninsula can and should be shaped by outstanding rail service. We support the staff recommendation to move forward with a moderate growth scenario today and we recommend the Board affirmatively commit to the high-growth scenario as the vision for this corridor.

One of the goals of the SPUR Regional Strategy is to help the citizens of the Bay Area to think regionally. So we partnered with TBD* at California College of the Arts, a student-run design studio, to create a series of posters that would inspire people to feel passionately about not just the city they live in but the region we’re all a part of.

A fast, frequent megaregional rail network could be transformative for the Bay Area and Northern California. As part of the SPUR Regional Strategy, we are working to identify some of the major changes needed to implement this vision.

SPUR weighs in on city staff recommendations for the scope of work for the San Jose General Plan four-year review, which will begin in the fall of 2019. SPUR supported staff recommendations but proposed additional items to be considered by the Task Force. The letter address SPUR's recommendations for consideration by city council.

SPUR supports the San Jose mayor's June Budget Message for Fiscal Year 2019-2020 and proposes additional set funding allocations to better support the future of Guadalupe River Park, the need for increased community engagement, dedicated resources to complete an Alum Rock Urban Village plan, and to support the creation of an equity framework.
