SPUR board member Irene Chavez is the senior vice president and area manager for San Jose Kaiser Health Plan. She leads the hospital's operations, health plan operations and community benefits, covering over 260,000 members from San Jose, Gilroy and Santa Cruz County.

SPUR strongly supports proposed changes to the regional growth strategy for Plan Bay Area. We support the proposed definition of priority development areas and the proposal to locate growth in areas that are rich in transit, high-quality schools, and other resources that promote economic mobility. SPUR also proposes additional changes to strengthen the framework and its implementation.

As the climate continues to change, communities will need to adapt the San Francisco Bay shoreline to rising sea levels. But the Bay’s varied landscapes and overlapping jurisdictions make a coordinated response challenging. The San Francisco Bay Shoreline Adaptation Atlas proposes a new regional planning framework by dividing the 400-mile Bay shoreline into 30 distinct geographic areas that share common physical characteristics and adaptation strategies.

SPUR Board Member Thang Do is an architect and the CEO of Aedis, a design firm working primarily in the education sector. He is also the owner of SoFA Market, a food hall in San Jose’s arts and culture district, and the Fountainhead Bar, an architecture-themed bar inside the market. His love of cities dates back to his childhood memories of Saigon's colonial French architecture.

Building on this national momentum, SPUR has launched a project to reconsider the Guadalupe River Park, an underappreciated gem in downtown San Jose.

SPUR believes Oakland should have a comprehensive public lands strategy; we suggest the strategy comply with the Surplus Land Act, develop a clear process and a transparent criteria for evaluating development proposals, increase the affordable units built on public land, and coordinate with other public entities to support mutual goals.

SPUR requests support of SB 499 to help create and sustain equitable, healthy, and hunger-free schools.

SPUR supports SB 50, the More HOMES Act, which would overcome barriers to the creation of infill homes close to major transit and in high opportunity areas throughout California. This policy would create an inclusive mix of homes near transit and jobs, consistent with the goals of Plan Bay Area, and would spur the development of housing types that are within reach of working families.

SPUR supports AB 1484 to prohibit local agencies from imposing any additional fees on a housing development project after the project application has been accepted as complete.

Jaye Bailey is the chair of SPUR’s San Jose Board. A native New Englander, she practiced labor and employment law in Connecticut and Rhode Island for almost 20 years before an unexpected career change brought her to education — and San Jose. Today Jaye lives in Japantown and is vice president for organizational development and strategic initiatives at San Jose State University.
