The proposed transit-oriented communities (TOC) policy is a vital tool for encouraging growth in places that are accessible by great transit, thereby reducing congestion and GHG emissions, while increasing affordability and equity. MTC will need to be bold and strategic in designing this policy to deliver meet recent promises. In particular, the policy must leverage most discretionary transportation funds, allow for suitable housing and commercial densities, support anti-displacement policies, and require better management of existing parking.
