SPUR strongly encourages the San Francisco Board of Supervisors to authorize the Planning Department to apply to confirm and create new Priority Development Areas, Priority Conservation Areas and Priority Production Areas as part of Plan Bay Area 2050. At a time when the region is grappling with an overall housing shortage and an affordability crisis for low- and moderate-income people, and when communities are reconsidering exclusionary planning and zoning practices nationwide, it is forward-thinking for San Francisco to propose expanding its PDA designations to amenity- and transit-rich neighborhoods that have not previously been designated to accommodate new residents or jobs.
