SPUR believes that it is important for San Francisco’s commercial uses and employers to contribute to the city’s coffers for affordable housing. Updating the fee by some amount may be appropriate today. But financial feasibility is critical. The proposed fee increase is dramatically beyond what the city's feasibility study shows is viable and is likely to impact not only office developers' decisions but also smaller businesses and organizations who have to compete for existing office space. SPUR supports Planning staff’s recommendation to approve an increase that is in line with the city’s feasibility analysis.
