SPUR puts forth ideas intended to strengthen policies that are moving San Jose closer to a more urban future and retool those that are not. In this letter, we offer the following: principles that inform our thinking; recommendations for the Envision San Jose 2040 four-year review; and recommendations to guide the long-term evolution of San Jose's General Plan.
