SPUR recommends that the City of San Jose postpone the transfer of any properties associated with the Autumn Parkway Phase II extension until City Council has had the opportunity to determine whether or not this project is still needed to mitigate transportation impacts of downtown development. The City is about to update its transportation impact analysis for downtown development. With new direction from SB743 and SB375, this is an opportunity to evaluate whether this project is needed or needed in its current configuration. SPUR believes that the Autumn Parkway Phase II extension contradicts the city's adopted sustainable transportation goals and does not make the best use of the combined billions of dollars of transportation investments in transit.
