SPUR writes in favor of Assembly Bill 2170, introduced by Assemblymember Kevin Mullin on February 20, 2014. The bill clarifies the power of Joint Powers Authorities (JPAs) to levy a fee or tax, in order to ensure that JPAs may increase revenue for important community projects while remaining subject to all voter approval requirements.
