This year SPUR welcomes 18 new members to our board of directors and our three city advisory boards. These new appointees bring extensive knowledge in planning, housing, transportation, good government, and sustainability and resilience. We look forward to their leadership as we continue our work to make the Bay Area a place where everyone can thrive.

picShereda Nosakhare
Managing Partner, Lighthouse Public Affairs

Shereda is Managing Partner at Lighthouse Public Affairs and brings extensive experience in public affairs, strategic communications, and government relations. They previously served as Chief of Staff and Deputy Chief of Staff to the Mayor of Oakland, where they led cross-functional teams, advised on city, state, and federal policy, and served as a senior liaison to City Council, community stakeholders, and external partners.
 

picSusan Leal
Principal, Urban Water Works

Susan is the Principal at Urban Water Works and a nationally recognized leader in water, infrastructure, and public finance. She is a former General Manager of the San Francisco Public Utilities Commission and former Treasurer and Board of Supervisors member for the City and County of San Francisco, with extensive experience overseeing large operating budgets, capital programs, and complex public institutions.
 

picGenevieve Cadwalader
Vice President & Investment Officer, Prologis

Genevieve is the Vice President & Investment Officer at Prologis where she focuses on value-add development, entitlements, and the repositioning of industrial assets in the Bay Area. She leads the redevelopment of the San Francisco Railyards at 4th and King in partnership with Caltrain. Prior to joining Prologis, she was on the commercial development team at Sares Regis, a local developer based in San Mateo. Genevieve serves on the board of Rebuilding Together Peninsula, as a co-chair of the Urban Land Institute NEXT Steering Committee, and as co-chair of the Bay Area Council’s Goods Movement Committee. She was named a Rising Star in the 2017 Northern California Real Estate Women of Influence Awards.

Jacob is a seasoned professional with experience in healthcare and information, and business services sectors. In addition to being Partner at Hellman & Friedman, he serves as a Director of Medline and contributes to investments in PointClickCare and athenahealth. He’s held leadership positions at Change Healthcare and Grand Rounds in addition to his involvement in the firm’s investments in Verisure, Goodman Global, and others.

Ross Stackhouse
Principal, Tidewater Capital

Ross Stackhouse is a Principal at Tidewater Capital, where he oversees firm operations, market research, and investment strategy, as well as philanthropic and community engagement efforts. Prior to Tidewater, he worked at The JBG Companies in Washington, D.C., leading residential, office, hotel, and retail investments and overseeing market research. Ross is deeply engaged in civic and professional organizations, including Bay Area Council, SPUR, the U.S. Green Building Council, and the Urban Land Institute, and currently serves as Chair of. the Northern California Chapter of the Counselors of Real Estate.

Retired, Former Builder & Real Estate Developer

Angus McCarthy, a native of County Galway, Ireland, immigrated to the United States in 1984 and made San Francisco his home. His early experiences as an immigrant shaped a lifelong commitment to public service and advocacy for immigrant communities. He has never forgotten the challenges of his early years in San Francisco or the obstacles faced by so many newcomers, and he later served as Chair of the San Francisco Immigrant Rights Commission. A builder and real estate developer with decades of experience, Angus has served on numerous civic boards and commissions, including as President of the San Francisco Building Inspection Commission.
 

Shalini Iyer Rana
Senior Director, Sutter Health

Shalini Iyer Rana is a public policy and community health leader with deep experience driving equitable outcomes across government, philanthropy, and health systems. She currently serves as Senior Director of Community Health for the Bay Area at Sutter Health and previously held senior health policy roles in the offices of Daniel Lurie and London Breed, shaping citywide strategies around health, homelessness, and family services. Earlier in her career, she led grantmaking and community partnerships at Metta Fund and The SF Foundation.
 

Kate Collignon
Partner, HR&A Advisors

Kate is a Partner at HR&A Advisors with over 20 years of experience advancing inclusive economic growth and community development. Her work bridges real estate, planning, and public policy to help cities deliver equitable outcomes, from large-scale initiatives in New York City to economic revitalization efforts in small and mid-sized communities nationwide. She previously served as Managing Partner of HR&A’s New York office and held senior development roles at Brookfield Properties and the NYC Economic Development Corporation, leading complex public–private projects across the city.

Executive Vice President & Chief Legal Officer, SF Giants

Jack Bair is the Executive Vice President and Chief Legal Officer of the SF Giants, where he has spent more than three decades leading some of the organization’s most significant legal, real estate, and civic initiatives. He played a central role in replacing Candlestick Park with the Giants’ downtown waterfront ballpark and currently leads the development of Mission Rock, a nationally recognized 28-acre mixed-use project adjacent to the stadium. Jack is widely respected for his expertise in public-private partnerships and urban development, teaches sports law at Stanford Law School, and is deeply engaged in nonprofit and community leadership across San Francisco.

Executive Director, SV@Home

Regina is the Executive Director of SV@Home, where she leads regional housing advocacy and advances equity-centered policy work. She brings over 15 years of experience in affordable housing development and finance, including senior roles at First Community Housing and nearly a decade with National Development Council and National Housing Trust.

Chief Sustainability & Resiliency Officer, City of Mountain View

Danielle is an experienced sustainability professional and local government leader with over 20 years of public service. She currently serves as Chief Sustainability and Resiliency Officer for the City of Mountain View, where she leads countywide climate, sustainability, and resiliency initiatives. Her background includes senior roles within the County of San Mateo spanning sustainability, budget and policy analysis, community engagement, and energy programs, as well as early service as a Peace Corps Volunteer in Malawi.

Assoc. VP & Local Government Affairs, Stanford University

Kelly is a seasoned public-sector leader with over 30 years of experience working with local governments across Silicon Valley to strengthen economic vitality and advance innovative public-private partnerships. Her work has focused on urban revitalization, workforce development, and growing key sectors like life sciences and clean technology, with leadership roles supporting economic development efforts in San José, Cupertino, and Fremont.

Deanna Van Buren

Co Founder & Design Director, Designing Justice Designing Spaces

Deanna Van Buren is an architect and social impact leader focused on restorative justice, equitable development, and community-centered design. She is the founding partner of Designing Justice Designing Spaces and a co-founder of BIG Oakland and serves on the national board of Architects, Designers, and Planners for Social Responsibility. With over 16 years of experience, her work brings a justice- and equity-focused perspective to urban policy, community development, and the design of civic spaces.

Founder & Managing Partner, Northern Pacific

Shannon Peloquin is the Founder and Managing Partner of Northern Pacific Advisory. She brings deep expertise in organizational performance, strategy, capital productivity, and large-scale cultural transformation, with a strong track record of leading complex, multi-stakeholder initiatives. Most recently, Shannon helped establish a new state-level organization, performance management system, and financial strategy to support disaster recovery efforts across infrastructure, transportation, energy, housing, and small business sectors.

Warren Logan is a government affairs expert and city planner with over a decade of experience working across local, county, and regional agencies in the Bay Area. He brings deep expertise in transportation and land-use policy and is known for building collaborative relationships between government leaders, community stakeholders, and private-sector partners.

Tony Leong is the General Manager of the Fox Theater in Oakland and a longtime Production Manager with Another Planet Entertainment, bringing nearly two decades of experience in live entertainment, venue operations, and event production.

Executive Director, Jack London Improvement District

Savlan is the Executive Director of the Jack London Improvement District, where she leads initiatives focused on beautification, safety, promotion, and long-term economic vitality for Oakland’s historic waterfront. She also serves as a Planning Commissioner for the City of Berkeley and as Chair of the Oakland Business Improvement District Alliance. She is an urban planning and place-based economic development leader with over a decade of experience advancing vibrant, inclusive commercial districts across the East Bay.
