California has lofty policy goals for transit- and it invests billions of dollars into the state's buses, trains and ferries every year. But tracing how money moves through the state’s transit system is surprisingly difficult. Where does the funding come from, where does it go? How do California’s investments compare to other states and how do they measure up to the state’s own policy goals?
