The track record for megaproject implementation has been spotty in California, particularly here in the Bay Area. These large-scale infrastructure projects involve many complications and are typically implemented more slowly and more expensively than initially projected. Are such difficulties just par for the course for such endeavors? Are the odds stacked against us when building them?
