Nicole works at the intersection of governance, design, and public policy, helping cities build the institutional capacity to deliver on their goals and meet the needs of their residents. At SPUR, her work has focused on procurement reform, budget accountability, charter reform, and developing an inclusive economy across the SF Bay Area.

Nicole's career spans 20+ years in public sector leadership, civic technology, and policy. She led communications, community engagement, and digital service delivery for the City of Oakland, where she facilitated citywide initiatives to modernize systems and make government more accessible to the people it serves. As senior director at Code for America, she led the flagship fellowship program, pairing technologists and designers with local governments, and grew the civic technology field nationally and internationally.

Nicole is committed to strengthening the collective infrastructure of cities so that local governments are set up to deliver more equitable services and structured to facilitate shared prosperity and community resilience. She has advised governments and nonprofits nationwide on systems design and organizational change and currently serves as a senior fellow at the Urban Ocean Lab.
