Her work has focused on urban revitalization, workforce development, and growing key sectors like life sciences and clean technology, with leadership roles supporting economic development efforts in San José, Cupertino, and Fremont. Kelly holds a Master of Public Administration from San José State University and is a graduate of the Senior Executives in State and Local Government program at Harvard Kennedy School.
