SPUR encourages San José General Plan Task Force to apply VMT Policy to Evergreen-East Hills area

SPUR submitted a letter to the members of the Envision San José 2040 General Plan Task Force in support of moving from the Evergreen-East Hills Development Policy (EEHDP) to the City’s more recent VMT Policy to guide planning and policies for growth and direct development to the right places. Under SB 743 (Steinberg) of 2013, the VMT metric must be used for transportation analysis for purposes of CEQA and we agree that the City’s VMT Policy supports the intent of the EEHDP to prevent further residential sprawl on the hillsides while directing new development to transit-rich areas in Urban Villages.
