2017 Good Government Awards: How the S.F. Benefits Net Team Streamlined Social Good

The 2017 Good Government Awards, held on March 22, recognized outstanding performances by managers working for the City and County of San Francisco.

The S.F. Net Benefits Team’s collaborative work integrated the city’s previously siloed CalFresh and MediCal programs into a streamlined, one-stop service delivery model that provides nearly one in four San Franciscans with nutrition assistance and low-cost health coverage. Thanks to the leadership of Mary Adrian, Leo O’Farrell, Noel Panelo and Taninha Ferreira, SF Benefits Net launched simultaneously with the Affordable Care Act in 2013, which allowed the agency to handle a 90 percent increase in MediCal enrollment without a commensurate increase in staff. In three years, SF Benefits Net has not only increased enrollment of eligible participants in these two crucial programs but has also made huge gains in service efficiency and customer experience through the management team’s data-driven, collaborative approach to providing assistance to the city’s vulnerable populations.
