For decades, the transportation metric known as auto level of service (LOS) negatively impacted the development of cities across California by emphasizing car travel over more sustainable modes. Recent changes to state law, however, have eliminated this method of analysis and have allowed for new guidelines to be established. Come hear about how these new, state-published, draft CEQA guidelines can help build great cities from the street up.
