Over a decade ago, San Jose relocated City Hall back to downtown and intentionally chose a location that extended the urban core eastward. This decision influenced a recent burst of development in the adjacent Horace Mann neighborhood that includes new student and affordable housing projects now underway, as well as proposed market-rate housing and commercial developments.
