With soaring deficits, crumbling infrastructure and overdue budgets, it is clear to many observers that something is broken in the State's budgeting system. The Bay Area Council, a regional business group, has called for the State of California to begin a process to consider changes to our system. Would the convention call for a two-year budget process? Lowering the two-thirds threshold to approve a budget? New revenue streams for infrastructure? Join Bay Area Council President and CEO Jim Wunderman and Vice President for Communications John Grubb as they explain the idea of the Constitutional Convention and what they are doing to make it happen.
