We worked in coalition with clean air and energy advocates to make sure every family can access the health and climate benefits of eliminating gas furnaces and water heaters in their homes.

SPUR was instrumental in securing critical funds to keep transit operating, passing policies to allow more multifamily housing near transit and other resources, preparing the Bay Area to shift from fossil fuels to clean energy, and making it easier to convert empty offices into much-needed housing.

SPUR and Partners Set Bay Area Transit Up for Survival

Our most urgent project this year was to safeguard the future of Bay Area public transit. The work took two forms: a campaign to secure emergency funds and a strategic plan for long-range funding. Following two years of attempts to authorize a regional revenue measure for transit, SPUR was a key partner in the development and passage of Senate Bill 63 (Wiener, Arreguín). The legislation authorizes a November 2026 sales tax measure to support transit operations for 14 years in Alameda, Contra Costa, San Francisco, San Mateo, and Santa Clara counties, thereby avoiding devastating cuts to BART, Muni, AC Transit, and Caltrain services. And we helped organize and lead the coalition of public agencies and advocates that secured a $590 million emergency bridge loan from the state to ensure transit operators can continue operating services until funds from the proposed regional measure become available.

San Francisco Adopts Plan for Equitable Housing Opportunities

San Francisco passed the Family Zoning Plan, a landmark legislative proposal from Mayor Lurie to reform the city’s rules on the types of housing that can be built in different neighborhoods. Rooted in decades of SPUR research and advocacy, the plan will equitably allow dense housing in all neighborhoods, including high-income areas on the city’s west side. SPUR briefed elected officials and held a hands-on workshop for citizen advocates.

Governor Signs Historic SPUR-Sponsored Bill for Housing Near Transit

Governor Newsom signed four SPUR-sponsored housing bills, including Senate Bill 79 (Wiener). This major win for both housing and transportation ensures minimum zoning for multifamily housing near transit in urban counties. Building homes near rail stations will help cut traffic and pollution, lower household costs, and expand access to jobs.

The Bay Area Air District’s landmark zero-NOx appliance standards require the gradual replacement of residential gas water heaters and furnaces with clean electric alternatives. As the air district developed amendments ahead of a final board vote, SPUR advocated for key flexibility provisions — including exemptions to protect low-income communities from upfront costs — that the district incorporated into its proposed amendments. SPUR and coalition partners are also protecting the rules from industry attacks.

Rep. Kevin Mullin introduced the federal Groundwater Rise and Infrastructure Preparedness Act, which would direct the U.S. Geological Survey to study the infrastructure and public health impacts of groundwater rise and recommend mitigation strategies. SPUR’s 2024 Look Out Below, produced with our partner Nuestra Casa, helped introduce this important legislation.

San Francisco Establishes Financing District to Enable Office-to-Housing Conversions

The San Francisco Board of Supervisors finalized legislation to create a tax increment district in downtown to help close the financing gap on office-to-housing conversions. Enabled by a state bill that SPUR supported in 2024, the special district includes the Financial District, Union Square, East Cut, Rincon Hill, Yerba Buena, and Market Street from the Ferry Terminal to the Civic Center. The program could help finance approximately 49 conversion projects in the downtown area. This legislation follows through on a recommendation in SPUR’s 2023 From Workspace to Homebase.

Designing San Francisco’s Government to Serve

SPUR’s multiyear research initiative to reimagine San Francisco’s governance — policy recommendations, procurement analysis, and targeted advocacy aimed at making city government more effective and accountable — has yielded tangible results. The mayor introduced ballot measures to clarify mayoral authority over department heads, strengthen the city administrator’s contracting powers, reform the process for qualifying measures for the ballot, and simplify the commission structure. In addition, the Board of Supervisors passed legislation to streamline procurement for smaller contracts and formed a task force to evaluate its commission structure, both SPUR recommendations.

Enlisting Ground Floors to Revitalize Downtown San José

Downtown San José is a walkable, transit-rich, culturally dynamic urban center. But in the wake of the COVID-19 pandemic, it’s still grappling with low daytime foot traffic and high vacancies in office and commercial buildings. Filling empty ground-floor spaces is a critical first step in a long-term economic revitalization strategy. SPUR’s Getting In on the Ground Floor made 13 recommendations to capitalize on the opportunity these storefronts offer for local artists, nonprofit organizations, and small businesses.

Removing Permitting Barriers to Heat Pump Adoption

Fragmented and outdated permitting systems are slowing heat pump adoption across the Bay Area, driving widespread non-compliance, and delaying the health and climate benefits of eliminating gas appliances. SPUR’s Greenlighting Clean Heat offered five recommendations to streamline and standardize permits, thereby lowering costs, reducing burdens on contractors and consumers, and improving safety. Those recommendations are advancing through the legislature in SPUR’s co-sponsored legislation: Assembly Bill 1738 (Carrillo) and Senate Bill 222 (Wiener). In parallel, San Mateo County is moving forward with permitting pilots that implement reforms recommended in SPUR’s brief.

Using New Tools to Reinvent Downtown San Francisco

Downtown San Francisco is vitally important to the city’s economic health, but it faces significant challenges. Creating a dedicated downtown authority could accelerate revitalization by making it easier to build real estate and public realm projects, support small businesses, attract new employers, and finance workforce housing. SPUR’s Reinventing Downtown proposed a structure and set of responsibilities for a potential new downtown authority and contributed thought leadership on the next steps for its formation.

Coordinating to Ensure the Region’s Wildfire Resilience

On the one-year anniversary of the Los Angeles fires, SPUR’s Shared Risk, Shared Resilience examined the Bay Area’s vulnerability to wildfire. We found that responsibility for wildfire prevention in California is spread across multiple government agencies, and fire mitigation is undermined by fragmented coordination, short-term or insufficient funding, and weak alignment between local efforts and the insurance market. SPUR recommended new governance structures for achieving community wildfire resilience.

SPUR produced a series of educational publications to help residents and decision-makers understand the forces that created San Francisco’s structural deficit and that will shape the city’s financial future. The series examines the fiscal impacts of police and fire labor negotiations, the ripple effects of federal budget cuts and reductions to FEMA funding, and other pressures that will define the 2026 budget cycle. By making complex budget dynamics accessible to a broad audience, SPUR is helping build the civic foundation needed for sound long-term fiscal decision-making.

Analyzing SF Muni’s Financial Health

Alongside advocating for new transit funding, SPUR focused on the changes agencies need to make to achieve long-term financial sustainability. Our Taking Muni’s Vitals examined the San Francisco transit operator’s performance relative to its national peers. We found that Muni compares favorably with other agencies but also identified several areas where the San Francisco Municipal Transportation Agency could make changes as it seeks to save money. The agency’s 2026–27 budget reflects several SPUR recommendations, including raising cable car fares to recover more of the service’s costs and continuing efforts to improve fare compliance and simplify fare structures.

SPUR worked with communities and decision-makers to implement policy change. We played a lead role in the campaign for a regional transit ballot measure, and we helped pass codes and laws to improve air quality, streamline the construction of new housing, fast-track climate-friendly transportation projects, and evaluate seismic risk in buildings.

Bay Area Cities Adopt Building Codes to Speed the Move to Clean Energy

As a state moratorium on new residential building codes loomed, SPUR helped develop energy “reach codes” — local amendments that exceed state minimums to reduce building emissions and improve air quality, such as requirements to replace AC systems with heat pumps. San Francisco, Oakland, Menlo Park, Sunnyvale, Mountain View, Palo Alto, and other Bay Area cities adopted codes requiring heat pump upgrades and electric-ready infrastructure. These codes cover more than 1.6 million residents and create a regional model for decarbonizing existing buildings.

State Passes Two Bills to Streamline Housing

Governor Newsom signed two budget trailer bills, Assembly Bill 130 (Wicks) and Senate Bill 131 (Wiener), that enact major California Environmental Quality Act reforms to accelerate urban infill housing and infrastructure. SPUR’s research on permitting reform shaped AB 130. The new laws streamline approval processes and expand exemptions for urban infill residential development, farmworker housing, and more.

California Extends Fast Track for Climate-Friendly Transportation

SPUR’s years of research and advocacy to exempt green transportation projects from review under the California Environmental Quality Act paid off with adoption of Senate Bill 71. Legislation we helped pass in 2020 created a temporary exemption, allowing almost 100 climate-friendly projects to advance more quickly and at lower cost. SPUR co-sponsored SB 71, which extends the measure to 2040.

San Francisco Ordinance Addresses Building Collapse Risk

San Francisco passed an ordinance requiring seismic evaluation of concrete buildings and adopted voluntary retrofit standards for them. While not the retrofit mandate we hoped for, this necessary first step will increase awareness of seismic risks and empower property owners to act. SPUR participated in the city’s Concrete Building Working Group and testified in support of the ordinance.

Following our successful state advocacy to authorize a regional funding measure for transit and secure an emergency bridge loan, we have shifted our focus to the campaign for a regional measure. SPUR sits on the Connect Bay Area Campaign Committee and provided strategic support as the campaign gathered signatures to qualify a regional transit revenue measure as a citizen’s initiative on the November 2026 ballot.

SPUR played a pivotal role in advancing thoughtful housing policies to help build homes in San José. We supported the city’s extension of fee reductions to stimulate multifamily housing and high-density mixed-use neighborhoods downtown. We advocated for policies to reduce inclusionary housing requirements to improve the financial feasibility of development, and we provided recommendations to the General Plan Review Task Force to ensure that the city was ambitious in zoning for more “missing middle” housing — smaller homes that are affordable to more people.

In the lead-up to the San Francisco Board of Supervisors’ vote on the Family Zoning Plan, SPUR staff led a hands-on workshop to organize support for the city’s bold new vision for denser neighborhoods, greater housing affordability, and people-friendly places. Participants learned civic engagement skills, including tips for delivering effective public comments and writing to elected leaders.

Series Engages Public Input on Oakland’s Governance Structure

At the request of Mayor Barbara Lee, SPUR and the League of Women Voters co-facilitated a working group on charter reform — educating residents and policymakers about Oakland’s charter and its consequences for everyday service delivery. Over five months, the working group conducted more than 60 one-on-one interviews with current and former officials, held 14 public sessions across all council districts, and engaged more than 750 Oakland residents through community input and a citywide survey. The resulting recommendations are now being advanced for a potential ballot measure in November 2026.

SPUR hosted a virtual open house for community members to learn about the draft San José Climate Adaptation and Resilience Plan, the city’s roadmap to reduce the impacts of climate-related threats, including wildfires, flooding, sea level rise, and extreme heat. This year, we hosted the most successful Silver SPUR ever. An Unwavering Vision

 

Dear friends and fellow urbanists,

It is a profound honor to reflect back on my first year as president and CEO of SPUR. For decades, I have looked to this organization as the north star for urban policy — a place where the long arc of visionary thinking meets the hard work of practical implementation. Joining SPUR at this pivotal moment for the Bay Area has felt like both a homecoming and a call to action.

Our vision remains unwavering: we are building a Bay Area where all people thrive. In a region often defined by its immediate crises — from transit fiscal cliffs to housing shortages — SPUR plays a unique and vital role. While we are built to pivot and respond to emergencies, our true strength lies in our commitment to the long view.

How we do this work is just as important as the work itself. SPUR is a “think and do tank,” a big tent where we bring together diverse voices to negotiate solutions rooted in reality. In our role as trusted advisors and advocates, we put forward ambitious goals backed by concrete, actionable suggestions. We know that for a policy to work, it must be politically viable, economically sound, and socially just.

This past year, that approach has led to transformative wins across San Francisco, San José, and Oakland:

  • Governance and Accountability: We were instrumental in driving charter reform in Oakland and San Francisco to create clearer lines of authority and more effective city management.
  • Transportation: We helped secure $590 million in emergency regional transit funding, keeping trains and buses running while we lay the groundwork for a long-term funding measure.
  • Housing and Land Use: From advancing the “missing middle” housing framework in San José to helping pass the Family Zoning Plan in San Francisco, we are making it easier to build the homes the Bay Area desperately needs.
  • Sustainability and Resilience: Our research and advocacy pushed for progress in building decarbonization and wildfire resilience to ensure communities are prepared for the climate challenges ahead.

As I gear up for my second year at SPUR, I am inspired by the foundation laid by my predecessors and the tireless dedication of our members. New leadership brings new ideas, but those ideas are only possible because of the persistent line of inquiry that came before.

Despite the many big challenges facing the Bay Area, I have never been more optimistic. By combining our shared values with rigorous research and bold advocacy, we will continue to shape a region that is equitable, sustainable, and prosperous for all.

A Legacy of Civic Leadership
Anne Halsted and Wells Whitney in formal attire standing before a neutral background

Anne Halsted and Wells Whitney believed deeply in the power of civic engagement and thoughtful public policy to improve communities. For more than 40 years, they contributed their time and financial resources to numerous San Francisco Bay Area institutions, making the region a better place to live, work, and play.

Anne first became involved with SPUR in 1983 when she attended a public program on Post Street, one of our former locations. She joined the SPUR Board of Directors soon thereafter and continued to serve the organization until 2020. After she and Wells married in 1988, they both became champions of SPUR’s work. From helping pass amendments to San Francisco’s charter in 1995 to working with the Port Commission to adopt the Waterfront Land Use Plan in 1997 to supporting many efforts to revitalize public parks throughout the city, Anne and Wells are remembered for their tireless commitment to volunteerism.

“Anne and Wells knew that cities do not improve by accident,” says former SPUR Executive Director Jim Chappell. “They believed progress required strong institutions informed through public dialogue and people willing to stay engaged over the long term. Supporting SPUR, among many other nonprofit organizations and government agencies, was one way they improved the lives of countless people in our region.”

Anne passed away in 2021 and Wells in 2025. True to their generous spirit, they included SPUR as a beneficiary of their estate, ensuring that we would continue advancing practical policy solutions for generations to come. We are profoundly grateful for their extraordinary gift and enduring belief in the ability of civic engagement to create lasting change.
