The State Office of Planning and Research is inches away from releasing their second (and likely final) draft of new guidelines that eliminate LOS from CEQA analysis and replace it with a new calculation of Per Capita Vehicle Miles Traveled. The resulting impact from this change will be massive, requiring action by every city in California. San Jose is already ahead of the game in anticipating this shift, however. Come hear how this new change will impact our cities, and what San Jose has done, and is doing, to change the way it plans both its current and future streets.
