What Can Be Done About Highway 101?

Highway 101 is a backbone of the region, serving more than a million jobs and millions of residents. It’s also congested and unpredictable, but there are limited transit alternatives. Could charging drivers to use 101 make it work better, and what would be the best pricing scheme?
