SPUR urges the Clipper Executive Board to allocate funding to study regional fare integration and offers suggestions to help strengthen the proposed scope of work and project management process. Our recommendations are:
- Include user research in the background research and existing conditions analysis
- Create a multi-stakeholder group to help guide and inform the study.
- Conduct workshops with transit agency board members and MTC Commissioners to grow their support.
- Expand the definition of revenue neutrality to account for system-wide gains.
