As the Economic Justice Policy Associate, Abimael’s work focuses on how fines and fees, the social safety net, and fiscal policy can be made to increase equity in public policy on behalf of low-income people and people of color. Prior to joining SPUR, he worked at the Minnesota Budget Project, where his work similarly focused on equity in public policy, specifically on creating a more equitable state budget.
Abimael holds a Masters of Public Policy, with concentrations in social policy and a minor in urban planning, from the University of Minnesota - Twin Cities. He also holds a Bachelors of Arts in Political Science, with concentrations in comparative politics and American politics, from UC Davis. Being the son of low-income immigrants has made him especially passionate about poverty reduction, democracy, and social equity and how to adapt policies from around the world for varying contexts.
