SPUR's Take on Amending the Bay Plan

Letter suggesting ways to balance strategies for mitigating sea level rise with promoting infill development

SPUR believes that it is possible both to encourage true urban infill development in the right locations and to meaningfully plan for sea level rise. We also believe some changes should be made to the Bay Conservation and Development Commission’s proposed amendments to the Bay Plan. We encourage BCDC to: define “infill development,” to encourage local governments to allow infill projects to proceed while a regional sea level rise strategy is being developed, to clarify that the proposed amendments do not expand the commission’s jurisdiction, to give certainty about which activities may be undertaken in the future, and to work with other agencies and local governments to identify long-term regional flood protection strategies.
