Work Plan

The Fellow's work will focus on three tasks:

Task 1- Data Collection
It is anticipated that this task will begin with a site walk with members of the Task Force, site photography, and a briefing by the major stakeholders in the area. Based on these discussions and building on documents provided and organized by the Port and SPUR Task Force, and the document created by the Blue Greenway Task Force, the Fellow will compile information on each of the key sites and neighborhood connections in the study area. Information may be in the form of existing project drawings, text, site photographs, and aerial photos. This task is intended to provide orientation to the project, develop base material, and add to the depth of information in the mayor's task force document.

Deliverables – 2-3 page descriptions (in template format) of previous planning efforts and neighborhood connections.

Task 2 - Site Analysis
Based upon the information gathered in Task 1, the Fellow will prepare an opportunities and constraints document that assesses the study area and how it could be improved to meet the goals identified in the project description, this task should include:

• Key Stakeholder Interviews
• Assessment of Existing Land Use Patterns and impacts
• Assessment of Transportation Opportunities
• Assessment of the existing environmental conditions of the area
• Assessment of the existing economic conditions and opportunities of the area
• Affirm Project Area Boundary

Deliverables – 2-5 page descriptions of opportunities and constraints that will form the basis for a Concept Plan.

Task 3 – Concept Development
Using the general goals, objectives, and planning principles which came out of Task 2, the Fellow will develop a conceptual plan for the study area, the plan will consider such things as programming, economic development opportunities, potential user groups, connections to potential Blue Greenway segments to the north and south, connectivity to the community, transportation networks, views, habitat restoration, and access to the water.

The plan may include:
• Identification of how the area could improve the recreational or open space system in the area
• Identification of appropriate sustainable and compatible economic development opportunities that would benefit the community
• Identification of phasing and/or implementation strategy
• Identification of significant impediments to realization of concept

The development and progress of Tasks 1 to 3 will be conducted in coordination with the SPUR Task Force, and subgroups thereof, as appropriate. The full Task Force will meet monthly to review progress and provide input.

Interim meetings (assume 2 per month) will take place as needed with a smaller advisory group.

Work Location
Work will take place in the San Francisco office of EDAW, Inc.

Deliverables
Program, urban design diagrams, vision level plan for the study area, conceptual plan for Islais Creek study area or plan, illustrative sketches or diagrams, written proposals or summaries intended to generate public interest and enthusiasm.

The Fellow will present his/her work at a public presentation and prepare a written SPUR report.

Schedule
The Fellowship is conceived to last approximately three months during the summer of 2008, on a schedule to be mutually agreed upon by the Committee and the prospective Fellow. In your application, please suggest the schedule when you would be available.
