As our report Secrets of San Francisco explains, the 1985 Downtown Plan requires developers to build one square foot of open space for every 50 square feet of office space. But these open areas are often unmarked or tucked away on rooftops or inside buildings, making them hard for the public to find. Our report calls for improvements such as better signage.
