Pursuant to AB 32, California is embarking on the nation’s first cap-and-trade program to reduce greenhouse gas emissions across all major sectors of the economy. The program begins in earnest this fall with the first auction of emission allowances — which function as tradable permits — to sources covered under the program. Join Brad Neff of PG&E, Alex Jackson, attorney with the Natural Resources Defense Council, and Kate Gordon of The Center for the Next Generation for an overview of cap and trade, what it means for climate change policy and how the electricity sector will meet this new challenge.
