The California Legislative Analyst's Office has found that residential displacement is more than twice as likely to happen in low-income census tracts with little market-rate housing construction than in low-income tracts with more frequent market-rate construction. For years, East Oakland has been the former, but that might be changing. Come hear about new development in a neighborhood that was once the epicenter of the foreclosure crisis and that has been bypassed by Oakland's home building boom, at least until now.
