For the last few years, the City of Oakland has used specific and area plans as a tool for defining a clear vision for individual neighborhoods, outlining a process to achieve that vision and spurring investment. Now with five plans completed and another underway, SPUR invites business members to reflect on how those plans are working and think about how the specific plan process could be better.
