2015 Good Government Awards: Paula Kehoe's Water Supply Diversification Programs

The 2015 Good Government Awards, held on March 11, recognized outstanding performances by managers working for the City and County of San Francisco.

 

Paula Kehoe, Water Resources Division Manager, oversees pivotal water conservation and water resource diversification programs for the San Francisco Public Utilities Commission (SFPUC). With California’s severe drought conditions, the work of the Water Resource Division, led by Kehoe, is particularly critical. Kehoe directed the development of new strategies for water supply diversification through non-potable supplies. Her tenacity led to the establishment of the Non-Potable Reuse Program, a pioneering ordinance that is the first of its kind in the United States. In 2014, Kehoe also brought together wastewater utility managers from around the state to discuss innovation within urban water systems. This collaboration led to the Blueprint for Onsite Water Systems, a guidebook that has assisted other states and municipalities in using San Francisco’s program as a model. Demonstrating exceptional vision, Kehoe understands that San Francisco must establish financial and regulatory environments to encourage the widespread application of alternate water sources.
